On August 4, 2009, the launch meeting & training workshop for the research study on emergence of HIV resistant strains were held in Linquan County, Anhui Province. Program Manager Su Bin and four program officers from Anhui Global Fund AIDS Program Office were present and presided over the launch meeting & training workshop. There were 31 participants including Director Ding Xinping from the HIV/AIDS Department of Fuyang CDC, program managers and program officers of Global Fund AIDS Program in Jieshou County and Linquan County, and directors from laboratory departments of Jieshou CDC and Linquan CDC.

Wu Jianjun from the Laboratory Department of Anhui CDC presented the protocol entitled "Research Study on Emergence of HIV Resistant Strains in Anhui Province. Since 2003, free ART has been available to AIDS patients. A large number of AIDS patients have received or are going to receive ART in China. As it has been witnessed in other countries and regions in the world, China is facing a potential risk from the emergence and transmission of HIV resistant strains. This research study aims to conduct timely evaluation and early prediction for the dynamics of emergence of HIV resistant strains in China, so as to provide scientific evidence for the development of programs targeting preventing on emergence and transmission of HIV resistant strains. The research profect can also provide evidence for the key scientific and technological project on "Prevention and Control of Major Infectious Diseases including HIV/AIDS and Viral Hepatitis" implemented by the National Center for AIDS/STD Control and Prevention (NCAIDS), China CDC. All the patients who have been receiving ART from 2005-2009 in Linquan County and Jieshou County will be enrolled in the research study. The survey and sample collection will be conducted in the two counties simultaneously. Anhui CDC will be responsible for the design, on-site organization and coordination, staff training and data analysis as well on VL test and DR genotyping of blood specimens. Linquan CDC and Jieshou CDC will be responsible for project organization, on-site survey, completion of questionnaires, separation of plasma and lymphocyte enrichment liquid and CD4 T-lymphocyte test of blood specimens. The baseline survey will be initiated in August 2009 and terminated in July 2010.

Su Bin explained the use of five kinds of questionnaires in details, including the "Informed Consent Form for Research Study on Emergence of HIV Resistant Strains", "Baseline Survey Form for Emergence of HIV Resistant Strains" and "Baseline and Follow-Up Survey Form for Emergence of HIV Resistant Strains". Participants were required to collect blood specimens in strict accordance with the standard operation procedures.
