    2009 Meeting Held to Boost HIV/AIDS Response in Longchuan County, Yunnan Province
     
     
    On July 31, 2009, a meeting was held to boost HIV/AIDS response in Longchuan County, Yunnan Province. There were 72 participants including officials from Longchuan County CPC Committee, County People's Congress, County People's Government and County Political Consultative Conference, representatives from members of Longchuan County AIDS Working Committee, directors from partners of Global Fund Round 4/DFID AIDS Programme, responsible deputy township heads, directors of township hospitals, directors of county health facilities and directors of five platforms of DFID AIDS Programme.

    The meeting aimed to boost HIV/AIDS response and contain the spread of the epidemic by analyzing the current HIV/AIDS situation, identifying problems and challenges in response to HIV/AIDS, achieving consensus on specific issues and promoting the implementation of effective measures.

    Lin Fuyou, director of Longchuan County Health Bureau & director of Longchuan County AIDS Working Committee, presented on the progress in response to HIV/AIDS across the county and the achievement of key indicators by townships in the first half of 2009. Officials from Longchuan County AIDS Working Committee and Longchuan County CDC presented the performance of Global Fund Round 4/DFID AIDS Programme, analyzed the current HIV/AIDS situation existing problems and challenges, and made arrangements for next steps.

    Zhang Fuluan, vice county mayor of Longchuan County People's Government, put forward three requirements for comprehensive HIV/AIDS response across the county. First, leadership should be strengthened. The townships and various departments should further strengthen leadership and accountability for HIV/AIDS response, reinforce monitoring, establish and improve mechanism for sustainable HIV/AIDS response, and promote the development of evidence-based, standardized activities. Second, multi-sectoral cooperation should be strengthened throughout the county to reinforce coordination and communication, integrate resources and make concerted efforts to respond to HIV/AIDS. Third, the roles and responsibilities of each department and actor should be further identified and implemented, and the objective-based management and accountability improved to ensure the effectiveness of HIV/AIDS responses.

    Yin Yinsheng from the County CPC Committee delivered a keynote speech on how to strengthen the accountability and to improve related approaches to promote the effective responses to HIV/AIDS, calling on all actors in the county to further strengthen the commitment to the battle against HIV/AIDS with clear objectives, visions and priorities.

    The meeting was of great significance. It helped the various actors in Longchuan County to clarify the visions, situations and gaps as well as to plan for the next steps to ensure effective HIV/AIDS responses and makeing greater success.
