| Multi-Sectoral Cooperation Promoted in Response to HIV/AIDS in Qiaodong District, Shijiazhuang, Hebei Province |

Multi-sectoral cooperation has been defined as one of the top priorities in response to HIV/AIDS in Qiaodong District in accordance with the implementation protocol for "1234" Project issued by Shijiazhuang CDC, in a bid to boost HIV/AIDS response, improve the multi-sectoral cooperation mechanism to implement HIV/AIDS prevention, control and treatment measures.
In the process of fighting against HIV/AIDS, multi-sectoral cooperation is a weak component since it is widely believed that HIV/AIDS response is mainly the responsibility of the health sector but not the other sectors. To promote multi-sectoral cooperation in response to HIV/AIDS, various sectors are motivated to fight the epidemic in Qiaodong District. For example, the government takes leadership in fighting HIV/AIDS. The AIDS Working Committee makes all efforts to coordinate HIV/AIDS activities. The Population and Family Planning Committee distributes HIV/AIDS brochures and posters explaining knowledge about HIV/AIDS prevention to women of child-bearing age during the provision of technical family planning services and check-ups. The Police Station arrests FSWs and their clients during "anti-pornography" campaigns sends them to CDC for HIV/STI testing, significantly promoting interventions with high risk groups and increasing the detection rate of HIV/AIDS cases. The education department provides training for doctors of colleges/universities, secondary technical schools and high schools, installs special columns on HIV/AIDS knowledge in campuses and distributes HIV/AIDS health education materials to students. Prisons incorporates HIV/AIDS knowledge into education materials for inmates, performing HIV testing for all the new comers, reporting HIV/AIDS cases via Internet, conducts epidemiological surveys for HIV infected inmates and provides them with relevant testings.
Programs on the promotion of multi-sectoral cooperation have motivated the participation of other sectors, increased their social responsibility, boosted social participation, increased the detection rate of HIV/AIDS cases and creating a favorable environment for HIV/AIDS response.
