    Improving the Quality of Standardized HIV Follow-up and Testing
     
     
    The fear against AIDS and widespread social discrimination have put heavy burden on PLHAs, particularly on newly confirmed PLHAs. They are unable to face the reality and refuse to accept follow-up and testing, this situation brings about major challenges to HIV/AIDS control. To address the issue, the staff have done their best to care for and persuade patients received  positive result and  improved  the quality of HIV/AIDS control.

    Mr. Zhu from Jishan County, Shanxi Province, lost his left leg in a traffic accident in December 2007 and tested HIV positive before surgery operation. After leaving the hospital, he divorced with his wife and had no income or fixed residence. He once wanted to end his life. The local healthcare workers  bought a cell phone for him, asked the Bureau of Civil Affairs to offer minimum living allowances and temporary subsidies, and called for all walks of life of local community  to help him. On the other hand, we irregularly contacted him, communicated with him,  provided psychosocial counseling, and help him rebuild his confidence.

    Ms. Jing was newly detected in March 2009, but she denied the fact after being notified by health workers. She refused any counseling and follow-up testing, and turned health staff out of her house several times. However, health staff would not give up, keeping informing her of the relevant national policies and the benefits of follow-up testing. The patience and warm heart of the staff at last touched the patient, and she accepted the fact. During the follow-up and testing in June, only four CD4 cells were detected, so that health workers provided her with ART adherence education and initiated Cotrimoxazole prophylaxis.

    In the past several years, health workers in Jishan County, Shanxi Province  proactively coordinated relevant departments to implement the national policy of "Four Frees and One Care", which has allowed the PLHA to receive substantial care and support, established good relationship with patients, enhanced treatment adherence, ensured the follow-up of all PLHA, put national policies in place and promoted the harmonious development of the county.
