The quality of responses to HIV/AIDS is a core factor affecting the effectiveness of the overall fighting against the epidemic. After one-year implementation of the 2007 National Reference Indicators for Assessing the Quality of Responses to HIV/AIDS, the quality of various responses has been improved significantly. In particular, the proportion of PLWHA covered by epidemiological surveys had been increased from 44.8% in 2006 to current 77.7%, contributing to the effective management of more PLWHA. To best leverage the role of quality assessment indicators in guiding national HIV/AIDS response and meet actual needs, NCAIDS will pilot the National Protocol for Assessing the Quality of Responses to HIV/AIDS throughout the country which has already been approved by the DDC of MOH, so as to reduce new HIV infections, decrease the HIV/AIDS mortality and improve life quality of PLWHA.
The quality assessment will be conducted on an annual basis. NCAIDS will first collect provincial statistics of performance indicators based on the data from the national comprehensive HIV/AIDS response information system, and then conduct overall assessment for the quality responses to HIV/AIDS from four aspects, that is HIV surveillance, intervention among high risk groups, ART and laboratory testing. Provincial CDCs can adjust this methodology to conduct assessment for its local responses quality to HIV/AIDS.
