The Interim Measures for Management of Relief Funds for PLHA was issued recently in Wuzhou City, Guangxi Province. Eligible PLHA will be granted with a certain amount of relief fund. 

Relief funds for PLHA will be raised through legal channels, including donations from government departments, enterprises, institutions, groups or individuals as well as special funds invested by governments at various levels. Wuzhou Red Cross will be responsible for collection donations and publication of donators, provide donors with special receipts, deposit donations into its special account for disaster relief, and use and manage donations strictly in accordance with national regulations. 

The Interim Measures define the following eligible persons for relief funds: HIV positive persons of primary screening conducted by CDC or other agencies qualified for HIV confirmatory test; PLHA registered with Wuzhou PLHA Self-Help Network and participating in collective labor organized by the network for at least three months; persons becoming poor due to HIV/AIDS, AIDS orphans and persons elder than 60 years; or heroin addicts participating in uninterrupted methadone maintenance treatment over one month. Eligible persons or their lineal relatives could apply for relief funds from Wuzhou PLHA Self-Help Network.
